City Welcomes New Commissioner of Human and Health Services

Windsor Mayor Drew Dilkens, City Council, and Chief Administrative Officer Onorio Colucci are pleased to announce Mr. Andrew Daher as the new Commissioner of Human and Health Services.

Through an extensive recruitment process initiated earlier this year after the announcement of Jelena Payne’s appointment to Commissioner of Economic Development and Innovation, Andrew emerged as the successful candidate for the vacant commissioner’s position. The appointment is effective September 6, 2022.

“I am delighted that Andrew has accepted the position of Commissioner of Human and Health Services,” said Chief Administrative Officer Onorio Colucci. “Having worked with Andrew throughout his career with the City of Windsor, I know firsthand the passion and incredible work ethic that he brings to all his endeavours. I have no doubt that these traits will lead to continued success in his important new role with the corporation.”

Born and raised in Windsor, Andrew graduated from the University of Windsor in 2002 with an Honours Business Administration degree and immediately began his career in finance and accounting. While his professional working experience covers both the private and public sector, the past 18 years of his career have been dedicated to the Corporation of the City of Windsor working in a number of progressive management roles in various City departments, including his most recent position as the Executive Director of Employment & Social Services. Andrew has a Master of Business Administration (MBA) from Wayne State University, a Masters Certificate in Municipal Leadership and is designated as a Chartered Professional Accountant (CPA).

“I am grateful for the opportunity to serve our community as the new commissioner, and advance the priorities of Mayor and Council,” said Daher. “It has been my privilege to work with so many passionate and dedicated staff and community partners in my career, particularly the team in Human and Health Services. My predecessors were exceptional role models and I look forward to continuing the positive momentum established through their leadership to support the residents of Windsor and Essex County.”

Andrew has also been an active volunteer in our Windsor community with many organizations and currently sits on the Board of Directors for Hôtel-Dieu Grace Healthcare.

“Andrew is an energetic and enthusiastic employee who will continue to build up the City of Windsor’s Social Services Department,” said Windsor Mayor Drew Dilkens. “During the global pandemic, the women and men of this team have gone above and beyond to support the needs of our most vulnerable residents. Today, as we congratulate Andrew on his well deserved appointment as commissioner, I also want to celebrate each and every member of this department for the invaluable contribution to the City of Windsor.”

The City’s senior administration will work to ensure a smooth transition, pending a future recruitment for the role of Executive Director, Employment and Social Services. Many thanks to Debbie Cercone who had agreed to postpone her retirement from the City earlier this year to accept the role of Interim Commissioner of Human and Health Services. Debbie has been an incredible leader serving our community since 2006, and the City wishes her a very happy, and well deserved, retirement.
